In his previous 18 years with Lincolnshire’s highways department, Craig managed bypasses, maintained roads and structures, and mentored ICE indentured trainees. His strategic influence has extended to representing the industry through committees and working groups, contributing to the advancement of specifications, standards and documents.

Upon completion of his degree, Henry joined Vaisala full time, working in the Transportation Weather Consultancy team. In 2020, Henry joined the newly formed Road Asset Management Team, working with the RoadAI system and helping road authorities worldwide to achieve efficiencies and process improvements from this exciting new technology.

Paula is LCRIG’s Chief Executive and has worked in local government leading frontline services, a national public sector improvement agency tasked with performance improvement, KPMG Government Advisory, international consulting assignments, political lobbying sector, and independent national government advisory roles. Paula has also worked in executive leadership roles in the charitable sector including a major stem cell cancer charity leading their operations department and a strategic policy and lobbying role in a leading environmental charity focused on behaviour change to improve local environmental quality. Latterly she has been involved with PIARC, World Roads Association technical committee on accessibility and mobility in rural areas. Paula has authored articles about infrastructure, data, and its social impact for the Institute of Highway Engineers. In 2019, Paula gave evidence directly to the Transport Select Committee on Local Roads Funding and Governance. Paula is also a member of the Royal Meteorology Society, with a strong personal interest in extreme weather, climate change, and other weather phenomena.

Stephen is Transport Scotland’s ITS Strategy and CAV Manager. Based within the Operations team in the Roads Directorate, Stephen leads on Transport Scotland’s interests in connected and autonomous vehicles with an increasing focus on better connecting the Traffic Scotland Service. During his time at Transport Scotland he has helped deliver the CAV Roadmap for Scotland and led on Transport Scotland’s commitments to Project CAVForth. Prior to this he played a key role in the development of Transport Scotland’s Future ITS Strategy and on the implementation of the first Managed Motorway features on the Scottish Trunk Road Network.

Richard Fenwick is Head of Highways Asset and Local Management Services at Lincolnshire County Council. Having worked in various roles in public sector highways including area teams, design teams and winter maintenance he has a varied experience of a wide variety of issues. As an NEC accredited Service Manager, Richard has worked as a contract manager on NEC3 contracts as well as developing Policy and Strategy for local government, collaborating with other organisations through forums such as the UKRLG Asset Management Board and ADEPT Engineering Board. His current challenge is to strike a balance between the day to day pressures of Local Highways Management and the Strategic Asset Management of the highways network whilst working to integrate road safety through the Lincolnshire Road Safety Partnership.

I started my career back in 1985 at Cape Town City Council within the Roads Department, where I was involved in survey, design and then onto the works depot delivering road & drainage schemes. I emigrated to England at the beginning of 1999 and have been with Reading Borough Council since March of that year, 25 years and counting! I was appointed initially as Highways Engineer and progressed to Senior Engineer, then Assistant Highways Manager, then as Streetcare Services Manager and currently the Highways & Traffic Services Manager. My team includes Highway Asset Management & Maintenance, Highways & Drainage Works/ Operations, Network Management, StreetWorks and Traffic Signal / CCTV / ITS, and Procurement. I think the variety of my work that I have been involved with has prepared me for the role that I am now in and it certainly keeps me busy. I am a huge supporter of LCRIG, who have facilitated exciting Innovation coming to Reading and provided us with a platform for collaboration across numerous projects. I am also highly supportive of innovation on the Highway and will always encourage trials in Reading. We are very proud that we have been able to adopt several innovative solutions as ‘business as usual’, which is improving efficiency and driving down carbon use. LCRIG has been the catalyst for the success we have had in Reading and we look forward to many more years working with them and suppliers, who bring new ideas and solutions for us to trial and adopt.
