Craig, with 36 years of UK&I highways dedicated experience, serves as a Technical Director for Foster Contracting, a specialist maintenance SME. His knowledge spans 18 years in the private sector, where he excels as a technical expert, focusing on best value, resilient pavements, and resource optimisation, during both the construction phase and the entire life cycle. In his previous 18 years with Lincolnshire’s highways department, Craig managed bypasses, maintained roads and structures, and mentored ICE indentured trainees. His strategic influence has extended to representing the industry through committees and working groups, contributing to the advancement of specifications, standards and documents.
Gavin is Head of Business Development for Velocity UK developing the growth of Its Asphalt Preservation and Patching business across the UK and overseas. Gavin is Executive Committee member of the RSTA, sits on the Asphalt Preservation Committee and Chairs the Patching Committee With over 35 years of working across the Industry, with Local Authorities, Consultants and Contractors, Gavin is well place to discuss the advantages of Asphalt Preservation Gavin has provided technical presentations of both topics all over the world and is looking forward to presenting the presentation on Asphalt Preservation at this event.
Henry graduated in 2013 with a master’s degree in Geography and Meteorology from the University of Birmingham. During his time at university, Henry completed an internship programme with Vaisala, focused on weather station and sensor data quality control. Upon completion of his degree, Henry joined Vaisala full time, working in the Transportation Weather Consultancy team. In 2020, Henry joined the newly formed Road Asset Management Team, working with the RoadAI system and helping road authorities worldwide to achieve efficiencies and process improvements from this exciting new technology.
Paula is LCRIG’s Chief Executive and has worked in local government leading frontline services, a national public sector improvement agency tasked with performance improvement, KPMG Government Advisory, international consulting assignments, political lobbying sector, and independent national government advisory roles. Paula has also worked in executive leadership roles in the charitable sector including a major stem cell cancer charity leading their operations department and a strategic policy and lobbying role in a leading environmental charity focused on behaviour change to improve local environmental quality. Latterly she has been involved with PIARC, World Roads Association technical committee on accessibility and mobility in rural areas. Paula has authored articles about infrastructure, data, and its social impact for the Institute of Highway Engineers. In 2019, Paula gave evidence directly to the Transport Select Committee on Local Roads Funding and Governance. Paula is also a member of the Royal Meteorology Society, with a strong personal interest in extreme weather, climate change, and other weather phenomena.
Stephen is Transport Scotland’s ITS Strategy and CAV Manager. Based within the Operations team in the Roads Directorate, Stephen leads on Transport Scotland’s interests in connected and autonomous vehicles with an increasing focus on better connecting the Traffic Scotland Service. During his time at Transport Scotland he has helped deliver the CAV Roadmap for Scotland and led on Transport Scotland’s commitments to Project CAVForth. Prior to this he played a key role in the development of Transport Scotland’s Future ITS Strategy and on the implementation of the first Managed Motorway features on the Scottish Trunk Road Network.
With nearly 30 years in the construction materials industry, Steve has worked for both the large blue-chip companies and small SMEs throughout his career. For the past four years he has held the position of UK Technical Manager for IKO’s, IKO ROAD range of products, responsible for technical, quality and research & development. He is passionate about broadening people’s awareness of Mastic Asphalt within the wider asphalt community, and uses his position on the B510 committee to ensure mastic asphalt is represented with UK standards.
Richard Fenwick is Head of Highways Asset and Local Management Services at Lincolnshire County Council. Having worked in various roles in public sector highways including area teams, design teams and winter maintenance he has a varied experience of a wide variety of issues. As an NEC accredited Service Manager, Richard has worked as a contract manager on NEC3 contracts as well as developing Policy and Strategy for local government, collaborating with other organisations through forums such as the UKRLG Asset Management Board and ADEPT Engineering Board. His current challenge is to strike a balance between the day to day pressures of Local Highways Management and the Strategic Asset Management of the highways network whilst working to integrate road safety through the Lincolnshire Road Safety Partnership.
Since joining KaarbonTech in 2020, Graeme has led efforts in data and insight. As Managing Director, he now focuses on strategic partnerships, optimising blue-green infrastructure, and managing risk. Graeme is dedicated to fostering innovation and sustainability, continually driving industry advancements.
Ben Foster has been with Blue Phoenix for 3 years, as a Technical Sales Support Manager within the Environmental & Technical team, assisting the commercial team with technical queries relating to specifications, standards and material applications. Ben has worked in the Construction Product Industry for approximately 8 years and has previous experience working in Engineering Consultancies working on various infrastructure projects. Ben has an academic background is in Civil Engineering, having graduated from Newcastle University with a master’s degree in 2013.
Christina joined Gaist in 2017, bringing extensive knowledge and expertise to the industry leader in roadscape intelligence provision. Formerly Head of Highway Asset and Network Management for Brighton and Hove City Council, she has more than 20 years of local authority management experience across a range of services at senior level. Christina heads up Gaist’s Professional Services, combining highway and data expertise to support local authority and private sector clients in delivering and improving their services. Now working alongside local highway authorities having been part of one, Christina is well placed within Gaist to help bring the best of big data into the real world in support of vital highways maintenance, renewal and safety provision.
Phil is a chartered civil engineer with 30 years’ experience in bridges & highways design, asset management and project management, working for several leading contractors and consultancies. Phil currently leads the Milestone design team on their Oxfordshire Highways Partnership Contract with Oxfordshire County Council. As part of this role, he has a focus on carbon reduction and innovation, and is a member of the Oxfordshire Highways’ Carbon Reduction & Innovation Groups. He is also particularly involved in early careers/apprenticeships recruitment and development.
Leonardo, a PhD in civil engineering, is a senior infrastructure analyst consultant at XAIS-PTS. With expertise in statistics and stochastic modelling, he focuses on risk-based decision-making. Leonardo's research and innovative thinking contribute to redefining asset management paradigms, combining analytical rigour with creative solutions.

Sean is particularly passionate about bringing members of the highways sector together to share skills and knowledge for the benefit of everyone.

Olly has been working at Westcotec for over 13 years, starting as an Apprentice Highway Electrical Engineer, culminating in his current position as Sales Director. With over 13 years in the road safety and highways industry, Olly has a wealth of experience in the sector. In June 2024, Olly was elected as Director and Council Member of the Institute of Highway Engineers (IHE).
Dave Sanders’ position as head of technical sales means he works more closely with local authorities and water companies across the country. Since December 2022, he has been assessing our work with local authorities and water utilities, understanding where in this space we’ve thrived and where there are more opportunities. Predominantly, It has been about developing new ways to work with them and succeed with them. Whether those relationships are improved through product trials or framework appointments, he wants our offering to be as flexible and bespoke as possible.
I started my career back in 1985 at Cape Town City Council within the Roads Department, where I was involved in survey, design and then onto the works depot delivering road & drainage schemes. I emigrated to England at the beginning of 1999 and have been with Reading Borough Council since March of that year, 25 years and counting! I was appointed initially as Highways Engineer and progressed to Senior Engineer, then Assistant Highways Manager, then as Streetcare Services Manager and currently the Highways & Traffic Services Manager. My team includes Highway Asset Management & Maintenance, Highways & Drainage Works/ Operations, Network Management, StreetWorks and Traffic Signal / CCTV / ITS, and Procurement. I think the variety of my work that I have been involved with has prepared me for the role that I am now in and it certainly keeps me busy. I am a huge supporter of LCRIG, who have facilitated exciting Innovation coming to Reading and provided us with a platform for collaboration across numerous projects. I am also highly supportive of innovation on the Highway and will always encourage trials in Reading. We are very proud that we have been able to adopt several innovative solutions as ‘business as usual’, which is improving efficiency and driving down carbon use. LCRIG has been the catalyst for the success we have had in Reading and we look forward to many more years working with them and suppliers, who bring new ideas and solutions for us to trial and adopt.

Jason is one of the architects of the LCRIG Innovation Procurement System (IPS). He was asked to support the development of the IPS with his background in significant digital and commercial transformations. His experience in highways and transport has seen him support national and local organisations to address their challenges, improve their supply chain, and mature their client capabilities. Jason helped design the IPS in a manner which is pragmatic for highways teams to leverage. Looking ahead, Jason is working with both Councils and Industry to improve innovation procurement to allow for scalable, market-ready innovations to significantly impact the life cycle of the highways assets.
Robert has been providing solutions and services to public and private sectors in the highway infrastructure industry for over 25 years.
